BCBS plans ranked by Medicare Advantage members | 2025

Blue Cross Blue Shield of Michigan had more than 750,000 members across its Medicare Advantage plans in 2025, according to CMS data published Feb. 25.

The Detroit-based insurer operates its own Medicare Advantage plans, as well as plans in Iowa, North Dakota, South Dakota and Vermont through partnerships with other BCBS plans. 

Overall Medicare Advantage growth slowed in 2025. The program added only 1.3 million members year over year in 2025, a smaller number than in pervious years. 

Here are the 10 largest BCBS plans by Medicare Advantage enrollees in 2025. This list does not include plans owned by Elevance Health, which has 2.3 million members.
