Highmark reports faster-than-expected growth in Philadelphia

Highmark Health Plans is growing faster in the Philadelphia market than its executives expected, the Philadelphia Business Journal reported March 21. 

Pittsburgh-based Highmark expanded to Philadelphia in 2024 and added 70,000 commercial and individual members in the market that year, according to the company’s annual report

The company also expanded into offering Medicare Advantage in Philadelphia in 2025, according to the report. 

Dan Tropeano, Highmark’s southeastern Philadelphia segment president, told the Journal the growth has “more than exceeded” expectations, and did not expect to reach the membership numbers it has until the end of 2025. 

Highmark competes against Philadelphia-based Independence Blue Cross in the southeastern Pennsylvania region. A spokesperson for Independence Blue Cross told the Journal the company remains “the hometown insurer and the resounding choice of employers of all sizes, consumers and seniors,” in the market. 

Highmark Health operates Blue Cross Blue Shield affiliates in Pennsylvania, Delaware, West Virginia and New York. The company also owns Pittsburgh-based Allegheny Health Network.
