Vermont has the highest average ACA benchmark premium for 2025 coverage, while New Hampshire has the lowest, according to KFF.
The ranking was created by analyzing premiums using the second-lowest cost silver premium for a 40 year old individual in each county and weighted by county plan selections. In some state-based marketplaces, some premium data is at the rating area level or zip code level and is mapped to counties before weighing. KFF used data from federal and state sources.
