When Medicare Advantage plans exit markets, where do their members go?

When two Blue Cross Blue Shield plans exited Medicare Advantage markets, UnitedHealthcare picked up many of these members, according to an analysis from Chartis

Chartis published its analysis of CMS enrollment data March 25. 

In 2024, Premera Blue Cross and Blue Cross Blue Shield of Kansas City exited the MA market. In regions where these plans previously operated, UnitedHealthcare appeared to absorb a large share of the resulting membership growth, according to Chartis analysts. 

In Washington state, 31,000 Premera Blue Cross members had to find new coverage. UnitedHealthcare’s enrollment grew by 70,000 members, and Centene also saw notable growth, according to the report. 

In the Kansas City market, 32,000 BCBS Kansas City members had to join new plans. UnitedHealthcare gained 29,000 new members in the market. 

Humana and CVS Health also exited several markets. In these markets, growth tended to accrue to BCBS and nonprofit plans, according to Chartis’ report.
